Collins, ranked No 15, will face Romanian Irina-Camelia Begu next.
In the previous round of the Rome tournament, the American benefited from the abandonment of Russian Anna Blinkova (6-4, 0-0).
Garcia, ranked No 23, won against Italian Elisabetta Cocciaretto (6-2, 7-6 (5)) in the previous round of the Rome tournament.
